Summary
An economist and mathematician with a passion for public policy, Emilio is part of the Measurement & Evaluation practice working with public sector partners to visualize complex problems, identify key issues, and find evidence-based solutions. His current work focuses on using data systems and mixed methods to perform evaluations, measure real-world, equitable outcomes, and drive impact through clear problem solving.

Delivery Experience

Emilio is currently working on the State Recovery Now project, gathering evidence and writing policy playbooks to guide state and local government use of ARP funds to achieve a fast and equitable COVID-19 recovery. 

He is also using mixed methods and innovative techniques to analyze the effects of a grant program in closing the global public good gaps in education. In addition, Emilio is assisting with the Bloomberg Philanthropies American Cities Climate Challenge, tracking which policies cities are taking to cut CO2 emissions and quantifying their results.

Previously, Emilio performed an evaluation and impact analysis of the Bloomberg Philanthropies COVID-19 Management Metrics for Cities, creating a framework to understand the work’s outcomes among cities and their residents. Emilio also worked with a foundation to identify a set of “livability” indicators in rural communities in which the foundation works, and establish a baseline index using said indicators to measure how these communities are progressing as a proxy for the foundation's impact.

Other Experience

Prior to joining DA, Emilio served as advisor to the Minister of Economy and Development in the Dominican Republic, where he led the technical team that designed COVID-19 economic support programs. This work was successful in keeping over 700,000 people out of poverty in 2020-2021. 

As an advisor to the President of the Dominican Republic, Emilio helped design and implement a program that increased the country’s regional export capacity. He also worked with the Central Bank to design statistical monitoring tools for macroeconomic conditions in the country, especially related to the external sector.
